The 2025 Student Visa Fee Framework in Legislative Context

The visa application charges for the Student (Temporary) (Class TU) visa, subclass 500, have been reshaped with effect from 1 July 2025. These charges are grounded in the Migration Regulations 1994 (Cth), as amended by the Migration Amendment (Visa Application Charges) Regulations 2025 (F2025L00796). The statutory basis for visa application charges rests on section 45B of the Migration Act 1958 (Cth). This section authorises the prescription of charges in the Regulations, provided that the total does not exceed the statutory visa application charge cap set by the Migration (Visa Application) Charge Act 1997 (Cth). Regulation 2.12C of the Regulations provides the structure of the charge, identifying the first and second instalments and clarifying that the first instalment may comprise a base application charge, an additional applicant charge, and, where applicable, a subsequent temporary application charge. Schedule 1, item 1222, then specifies the amounts applicable to student visas.

Revised Charges for Subclass 500

From 1 July 2025, the following charges apply to subclass 500 student visa applications:

  • A base application charge of AUD 2,000 for the primary applicant.

  • An additional applicant charge of AUD 1,225 for each family member aged 18 or over.

  • An additional applicant charge of AUD 400 for each family member under 18.

  • A subsequent temporary application charge of AUD 700, imposed on certain onshore applicants who previously held temporary visas and seek to lodge a further application from within Australia.

These increases replace the earlier March 2025 indexed amounts of AUD 1,600, AUD 1,190 and AUD 390. They represent a substantial recalibration of the student visa program’s cost structure, reflecting the government’s intention to align visa charges with both cost recovery principles and broader policy objectives.

Concessional Arrangements for Pacific Island and Timor-Leste Nationals

The increase in charges is moderated by the Migration Amendment (Differential Student Visa Application Charge) Regulations 2025 (F2025L00185), which commenced on 22 March 2025. These Regulations introduced concessional fees for nationals of Pacific Island countries and Timor-Leste. For these applicants, the charges remain set at AUD 730 for the primary applicant, AUD 545 for each dependent aged 18 or over, and AUD 180 for each dependent under 18. The subsequent temporary application charge of AUD 700 continues to apply.

On one side, international students from most jurisdictions face a substantial increase in costs, consistent with a policy of requiring applicants to bear a greater share of the administrative burden. Understanding the Financial Requirements for an Australian Student Visa

When applying for a student visa, you must show that you can afford to study and live in Australia. The Department of Home Affairs accepts two main options for proving your financial capacity: annual income or evidence of sufficient funds.


Option 1: Annual Income Requirement

You can meet the requirement if you (or your family sponsor) can show official income at the following levels:
