Countries Exempt from English Testing for Student Visas (2025)

Under the Migration (Specification of Language Tests, Test Scores and Passports) Instrument 2025, certain passport holders are considered to have already met the English language requirement for a Subclass 500 Student visa. This means they do not need to provide separate English test results when applying.

The following countries are listed in Schedule 3 as exempt from English testing:

Applicants who are citizens of, and hold a valid passport issued by, one of these countries are deemed to have “Competent English” or higher without further evidence. This applies regardless of the course level or sector, provided all other visa criteria are met.

Key Points for Students and Education Providers

1. No IELTS, PTE, TOEFL, OET, CELPIP, LanguageCert, or MET test is needed for applicants with passports from the above countries.

2. The exemption applies whether the course is ELICOS, VET, undergraduate, postgraduate, or packaged programs.

3. This rule is set out in clauses 1.15B(2) and 1.15C(2) of the Migration Regulations 1994, as applied by the 2025 instrument.
